Question on the pre-94, I know it has to be made pre-94 but the bill seems to read that you also have to have owned it pre-94. Any post 94 acquistions of pre-94 guns are not exempted. That is my reading, I could be wrong.

I could be wrong but what makes an M1 Carbine an AW under the new law is the bayonet lug, if I am correct you can change out the front swivel to a WWII one, i.e. no bayonet lug. Or you can cut it off or grind the wings off it so it won't hold a bayonet

The thing I didn't like in his list of concerns is that having to serialize guns/mags for long time owners, what about people who have purchased a historic collectable gun that is not on the 1994 ban list, i.e. legal to own but now will need the historic and valuable magazine serialized?

I think you are low on 10 million. There are 498,000 LTC's and 25,000 FID's round it down to 500,000 combined as some like my wife don't have any guns or mags.
10 million would be 20 magazines, clips, strips per person. Well I used to have an M1 Garand (Clip) and I still have at least 10-20...
