It's not sad that YOU asked the question, it's sad that WE have to even ask these questions. The laws and restrictions in this state are BS and WE shouldn't have to be confined by them.
1994 is the real preban, that's when you can add any features you want. If you are talking the 2016 Healy ban than you can change uppers all you want but you need to make sure you don't turn it in to "assault weapon" that was post 1994 ban. IANAL, make sure you research what you want to do.
What am I missing here, why wouldn't it be a considered a suppressor? Because it's BP? If not that then how is it any different than the Ruger with interrogated suppressor, they consider than a NFA item.
Agreed completely but there is nothing S&W 15-22 proprietary about them as noted earlier in the thread, they work fine in a regular AR lower with either a 22 dedicated upper or a 22 conversion kit.
I don't believe there is anything special about the 15-22 mag. Fits and runs perfectly in a standard ar with both a dedicated 22 upper as well as 22 conversion. A quick Google shows a couple of old mfr's out there, didn't dig too much.

SR22 in my opinion. I've owned the Mosquito, very finicky. With CCI mini-mags, I didn't have any issues but my kids did. The SR22 eats anything, not a single issue thus far.
