Start with finding out if your PD will even process your app.
I know of one town that at least used not even accept a MG app.
    why would MSP deny it?

Prior to the Vegas shooting, I call my LO (Boston) to inquire about a MG license. I was told that I could go ahead and submit my application but that he and the chief (Evans) would do everything within their power to make sure I did not get one. He said I would have to take them to court.

MSP has NO say on suitability or denying anyone for anything but statutory reasons.

There's only a handful of non LEO green card holders in Boston and they've had those licenses for thirty years. Since Menino I don't think any new ones have been issued.

Just renewed mine in Arlington. It took 27 days, which I'm going to post somewhere else. Either way, no problems. I'm one of 4 in town.
