RI Non-Resident
Has anyone had any luck getting a RI Non-Resident LTC's since Lynch took office in 2003?
I know that when Pine and Whitehouse were in office, it was next to impossible.
But I have heard rumors that Lunch is more pro-gun than the past two, and getting LTS'c are more common.
I live 400 yards from RI, and every day drive THROUGH ri to get ANYWHERE.
Now, RIGL § 11-47-8 License or permit required for carrying pistol
So, legaly, I can carry concealed, with the provision that I dont WILLINGLY stop or stay in the state. Just passing through while carrying a concealed loaded firearm is perfectly legal. Now, I do spent a LOT of time in RI, and I have found myself in a few sticky situations where i was CC'ing while passing through, but ended up having to make a stop unexpectedly. While one could argue that I didn't INTEND to do so, it did have to occur. For these situations, I had to discretely unload and secure my firearm.The provisions of these sections shall not apply to any person who is the holder of a valid license or permit issued by the licensing authority of another state, or territory of the United States, or political subdivision of the state or territory, allowing him or her to carry a pistol or revolver in any vehicle or conveyance or on or about his or her person whether visible or concealed, provided the person is merely transporting the firearm through the state in a vehicle or other conveyance without any intent on the part of the person to detain him or herself or remain within the state of Rhode Island.
Anyways, I have all the paperwork all set for my RI Non-Res LTC. I just need a letter of intent, and get it notarized, then send it off.
If anyone has had any experiecn in the last 2.5 years with Ri Non Res and AG Lynch and his crew, I would appreciate knowing what you went through. And maybe a few tips as to what you put in your letter of intent...
[i]note: i was the victim of a violent crime in RI (armed robery) a few months ago. I cant talk about it, since the case is ongoing, but I was wondering if this is a good enough reason, or if i should stay more "general" with "want to protect myself and family in todays f***ed up society" or what...

From what I have heard getting a LTC in RI is hard for residents never mind non-residents. I have heard from people who work for security firms say that even their resident/non-resident LTC are restricted to job use. Now I am far from an expert but I have heard of a story of someone who has a LTC restricted to his job, but he is on call 27/7 and says he can prove it. I would love to get a LTC in RI because I can literally throw a stone into RI from my house but if denied it will get reported and I will have to show that on my MA LTC application.

So, they "shall issue" if you can demonstrate a "proper reason."§ 11-47-11 License or permit to carry concealed pistol or revolver. –
(a) The licensing authorities of any city or town shall, upon application of any person twenty-one (21) years of
age or over having a bona fide residence or place of business within such city or town, or of any person
twenty-one (21) years of age or over having a bona fide residence within the United States and a license or
permit to carry a pistol or revolver concealed upon his or her person issued by the authorities of any other
(b) state or subdivision of the United States, issue a license or permit to the person to carry concealed upon his
or her person a pistol or revolver everywhere within this state for four (4) years from date of issue, if it
appears that the applicant has good reason to fear an injury to his or her person or property or has any other
proper reason for carrying a pistol or revolver, and that he or she is a suitable person to be so licensed. The
license or permit shall be in triplicate in form to be prescribed by the attorney general and shall bear the
fingerprint, photograph, name, address, description, and signature of the licensee and the reason given for
desiring a license or permit and in no case shall it contain the serial number of any firearm. The original shall
be delivered to the licensee. Any member of the licensing authority, its agents, servants, and employees shall
be immune from suit in any action, civil or criminal, based upon any official act or decision, performed or
made in good faith in issuing a license or permit under this chapter.
Any one know if "I live next to RI, carry all the time there,and don't want to have to take it off when I cross the border" is a "proper reason?"

What you quoted is 11-47-11 for which you have to reference 11-47-2 for issuing authorities (police chief except in Providence, Warwick, and Exeter ) and as a non-resident, you would have to own a business or have strong ties to that town to apply there. The AG is more likely to issue a non-resident permit as per 11-47-18, but he has all the discretion in the world.

I have a NR license and I obtained one for a client who did urban renewal; i.e., the classic businessman carrying cash in the course of business standard.
I've also been unable to get one for NR's who did not have such a clear case of meeting an arcane standard.

For those who did not get the memo, Scriv is a member of the RI bar as well as MA.I've also been unable to get one for NR's who did not have such a clear case of meeting an arcane standard.Check out the USPSA Northeast Section at www.uspsa-ne.org, and the USPSA nationals site at www.uspsa.org
