I think they are doing the best they can but it might be a day or so to get all those hookups back functioning with alligator clips!
[ETA: Both of these pictures are real and from New Delhi, India. You can't make this stuff up!]

I guess it depends on how long they are without power.
“Experience hath shewn, that even under the best forms (of government) those entrusted with power have, in time, and by slow operations, perverted it into tyranny”
“The strongest reason for the people to retain the right to bear arms is, as a last resort, to protect themselves against tyranny in government”

It's hard for Americans to understand the power situation around the rest of the world.
The idea of continuous, reliable power is much more limited than most of us understand.
A major sticking point in the Iraqi government is that Bagdad has 12 hours of electricity per day while most of the outlying cities are allowed only 6 or 8 (including some of the cities that are supplying the oil Bagdad uses to generate its electricity)
Outside of Industrialized areas in China, power outages are daily occurances.
Most of the electricity generated in Africa is still generated on equipment left behind following WW2.
Yes, having 620 million people without power for an extended outage in India is very unusual, but limited disruptions of power are nothing new. The company I work for maintains an office in India that maintains battery back-up that can support the entire facility for 6 hours and an on-site full-facility generator that fires several times per week.
